Abstract: from the background, ". . .On April 12-14, 1989, a two-day workshop was convened by the COAST Institute of the Marine Science Research Center of the University at Stony Brook as the first step in formulating an action plan which would effectively address the floatables problem on all levels. The final plan, detailed in the following sections, addresses the various components of the floatables problem. The nature of the problem and the elements of the plan are shown schematically in Figures 1 and 2. . ."
